2006 HOOVER INSTITUTION NATIONAL SECURITY AFFAIRS FELLOWS

Lieutenant Colonel Brian K. Buckles is the representative of the U. S. Marine Corps. Commissioned in 1987 through the NROTC program, he was designated an Assault Amphibian Officer in 1988 and has commanded Assault Amphibian Vehicle (AAV) units at the Platoon, Company and Battalion level. He has participated in peacetime deployments to Korea and Okinawa, and participated in Operations Desert Shield, Desert Storm, and Iraqi Freedom. Lieutenant Colonel Buckles has served as an instructor and Leadership Officer at Officer Candidates School, during which time he served as a member of the Marine Corps Gazette’s Editorial Board. He has also served as the Operations Officer, Headquarters Battalion, Camp Fuji, Japan. A 1999 Distinguished Honor Graduate from the Naval Postgraduate School, Monterey, California with a Masters Degree in Management (Defense Systems Analysis), Lieutenant Colonel Buckles served as the Deputy Director for Test and Evaluation at the Marine Corps’ Office of the Direct Reporting Program Manager for Advanced Amphibious Assault, Woodbridge, Virginia. Lieutenant Colonel Buckles is a member of the Defense Acquisition Professional Community. He is a 1987 graduate of the University of Idaho, and holds Bachelor of Science degrees in Cartography and Geography. The topic of his research is the evolution of Chinese National Defense in the last decade. His office is LHH 200, phone is 5-1078, and email is buckles.

Commander James E. Fanell is the representative from the Department of the Navy. An intelligence officer, he has served in a variety of afloat and ashore assignments throughout the Pacific and most recently was the USS Kitty Hawk aircraft carrier strike group Intelligence Officer, which is homeported in Japan. Commander Fanell’s career has specialized in the study of the Chinese Navy and Naval Afloat Targeting. Commander Fanell holds a B.A. in History and Political Science from San Diego State University, a M.A. in History from the University of Hawaii, and was a distinguished graduate of the Air Command and Staff College where he received a Master of Military Operational Art and Science Degree. He has published works in the U.S. Naval Institute Proceedings and Naval Intelligence Professionals NIP Quarterly. His research here will focus on China’s increasing energy requirements, the effect this will have on their naval growth, and the subsequent impact on stability in the Asia Pacific region. Colonel William C. Hix is the representative of the Department of the Army. He has served in numerous command and staff positions in Airborne and Air Assault Infantry and Special Forces units, was on the leading edge of Army Transformation with the Ì¢‰âÒArmy After NextÌ¢‰âÂå project, has held senior staff positions in Combatant Commands in Korea and the US, served in combat in Desert Storm and conducted peacekeeping missions in the Western Sahara and the Sinai Peninsula. He comes to Hoover directly from Iraq where he served as the Chief of Strategy for Multi-National Force-Iraq for 13 months. He is an Army Strategist with extensive experience with strategic and operational policy making and planning in peace and war. A graduate of the United States Military Academy, Colonel Hix received a B.S. from West Point in 1981, and a M.M.S. from the U.S. Army Command and General Staff College in 1997. His research at Hoover will focus on the formulation and implementation of wartime strategies in the early 21st century. His office is LHH 212, phone is 5-8558, and email is hix.

Mr. Jonathan Moore is the representative of the Department of State. A career Foreign Service Officer since 1990, Mr. Moore recently completed a three-year assignment as Deputy Chief of Mission at the U.S. Embassy in Namibia. In previous assignments, he was the Deputy Director of the State DepartmentÌ¢‰â‰ã¢s Office of Russian Affairs (2000-02), a Congressional Fellow in the Policy Office of Speaker of the House Dennis Hastert (1999-2000), Political/Economic Section Chief of the U.S. Embassy in Lithuania (1995-99), desk officer in StateÌ¢‰â‰ã¢s Office of South Central European Affairs (1993-95), and junior officer at the U.S. Embassy in Belgrade (1991-93). He also returned twice to the Balkans on temporary assignment: Bosnia (1996) and Kosovo (1998). Mr. Moore speaks Serbian, Lithuanian, German, Danish, and some Russian. He received a BA in International Studies from American University in 1988, and an MA in Russian and East European Studies from George Washington University in 1990. His research will focus on the practice of transformational diplomacy, with particular reference to the PresidentÌ¢‰â‰ã¢s Emergency Plan for AIDS Relief. Lieutenant Colonel Scott F. Smith is the representative of the Department of the Air Force. Previously, he was Deputy Commander, 22nd Operations Group, McConnell AFB, Kansas, which is the Air ForceÌ¢‰â‰ã¢s most dynamic tanker group–executing every mission type from conventional aerial refueling to special operations and aeromedical evacuation. Graduating from Columbia University, Lieutenant Colonel Smith entered the Air Force through Officer Training School. He has served as an instructor navigator and pilot in numerous weapon systems, performing aerial refueling and airlift missions around the globe. A Desert Shield/Desert Storm and Joint Endeavor (Kosovo) veteran, Lieutenant Colonel Smith also deployed to the Middle East for Operations Enduring and Iraqi Freedom. His staff tours include the AF Quadrennial Defense Review team and the Secretary of the Air Force/Chief of Staff of the Air Force (SECAF/CSAF) combined Action Group. Lieutenant Colonel Smith is a previous squadron commander, and he holds graduate degrees in National Security Studies and Military Operational Art and Science. His research will examine Department of Defense and Department of Homeland Security coordination and cooperation towards effective National Defense, with an emphasis on domestic use of military assets.
